Azerbaijan’s Foreign Minister Elmar Mammadyarov and Foreign Minister of Armenia Zograb Mnatsakanyan held their first meeting in Brussels on July 11 with the mediation of the OSCE Minsk Group co-chairs (Igor Popov of the Russian Federation, Stefan Visconti of France and Andrew Schofer of the United States of America), spokesman for the Azerbaijani Foreign Ministry Hikmat Hajiyev said.

"The meeting will also be attended by the Personal Representative of the OSCE Chairperson-in-Office Andrzej Kasprzyk. It lasted for about 4 hours. Prior to this meeting, Foreign Minister Elmar Mammadyarov met with the OSCE Minsk Group Co-Chairs.

During the meeting, the negotiation process on the settlement of the Armenia-Azerbaijan conflict was comprehensively discussed and the continuation of the existing format of negotiations was noted. They also exchanged views on the next steps to advance the negotiation process and the action plans of the co-chairs," he said.

The conflict between the two South Caucasus countries began in 1988 when Armenia made territorial claims against Azerbaijan. As a result of the ensuing war, in 1992 Armenian armed forces occupied 20 percent of Azerbaijan, including the Nagorno-Karabakh region and seven surrounding districts.

The 1994 ceasefire agreement was followed by peace negotiations. Armenia has not yet implemented four UN Security Council resolutions on withdrawal of its armed forces from the Nagorno-Karabakh and the surrounding districts.
